According to the report, lifelong learning budget accounts for only 1.35% of total education spending, roughly one-sixtieth of primary, secondary, and high school budgets (82.32%).

The institute analyzed three transformation factors—population trends, AI technology development, and climate change—and identified key policies in each area that are most pressing.

Key policies highlighted include preventing career breaks for women and utilizing older workers, developing core AI technologies, and building an industrial ecosystem, as well as accelerating the transition to a green energy system and training personnel in climate-related technologies.
