The Central Social Service Institute (Changjeon Youth Future Center) has signed a memorandum of understanding (MOU) with the Korea Eximbank and Green Umbrella to support independent living for vulnerable youth, including family caregivers and isolated youths.

Key points

  • Support for family caregivers and isolated youth
  • 5 billion won program for youth independence
  • Public-private partnership in youth support

On October 12, the Central Social Service Institute (Director Kang Hye-kyu), in collaboration with the Korea Eximbank and Green Umbrella, signed an MOU to support the independence of at-risk youth, such as family caregivers and isolated individuals. This marks the first public-private partnership agreement since the establishment of the Changjeon Youth Future Center in July.

From 2026 to 2027, the three organizations will jointly implement a 'Youth Independence Support Program' with a total budget of 5 billion won, aiming to assist 150 young people aged 19-34 who are family caregivers and isolated individuals. Key support includes reducing caregiving burdens, providing domestic and nursing services, financial education for self-reliance, professional psychological counseling, and social network recovery programs.

The Central Youth Future Center will identify at-risk youth through public channels, the Korea Eximbank will leverage its social responsibility funds and financial expertise to support economic independence, while Green Umbrella will use its nationwide welfare network to identify vulnerable youths and connect them with local youth future centers.
